This is a modern print, in a vintage Victorian frame. The print is of the architect's (Waterhouse) rendering for the famed Manchester Assize Courts in England, built in the Venetian Gothic style in the 1860s. Sadly lost during the Blitz of 1940-41. The frame is richly moulded and an impressive 30" x 46". The wood is likely mahogany and finished in a matt black. The condition is good, but there is one minor area of damage on the top left of the frame. This does not show once the picture is hung.
